THE FEDERAL FUNDS RATE IS THE COST OF BORROWING IMMEDIATELY AVAILABLE FUNDS, PRIMARILY FOR ONE DAY.  THE EFFECTIVE RATE IS A WEIGHTED AVERAGE OF THE REPORTED RATES AT WHICH DIFFERENT AMOUNTS OF THE DAY'S TRADING THROUGH NEW YORK BROKERS OCCURS.
