develops a new-Keynesian model with nominal depreciation
allowances to consider the effects of temporary tax-based
investment incentives on capital spending and real activity. In
particular, we investigate the effects of a temporary expensing
allowance on investment in partial and general equilibrium and
challenge the conventional view, advanced by Auerbach and
Summers (1979) and Judd (1985), that partial-equilibrium
analyses overstate the calculated impact of such policies.

the United States - Joseph B. Nichols, Stephen D. Oliner, and
Michael R. Mulhall - We use a national dataset of land sales to
construct land price indexes for 23 MSAs in the United States
and for the aggregate of those MSAs. We construct the price
indexes by estimating hedonic regressions with a large sample of
land transactions dating back to the mid-1990s. The regressions
feature a flexible method of controlling for spatial price
patterns within an MSA.
