Bank Asset Thresholds and Related Regulatory Revision - On December
22, 2008, the Office of the Comptroller of the Currency published in
the Federal Register revisions to its Community Reinvestment Act
regulation that are effective January 1, 2009. The revisions adjust
the asset-size thresholds to be used to define "small bank" and

banking agencies are jointly issuing the attached final rule

final rule will take effect 30 days after its publication in the

December 16, 2008 - FDIC Issues Final Rule on Recordkeeping
Requirements for QFCS - The Board of Directors of the Federal
Deposit Insurance Corporation today issued a final rule to improve
the FDIC's ability to monitor and evaluate risks in certain insured
depository institutions with qualified financial contracts, as well
as assure preparedness if such institutions fail. The recordkeeping
requirements in the final rule will require insured depository
institutions, defined as troubled, to provide certain crucial
information to the FDIC in a timely manner, including adequate
position level documentation of the counterparty relationships of
failed institutions.

Mortgages - Shane M. Sherlund - This paper models the historical
default and prepayment behavior for subprime mortgages using
data on securitized mortgages originated from 2000 to 2007. I
find that more recently originated subprime loans are more
likely to default, well ahead of their first mortgage rate
resets, and less likely to prepay. This rise in mortgage
defaults stems largely from unprecedented declines in house
