The FDIC has issued the attached final rule requiring certain large
depository institutions to facilitate the process for determining
the insurance status of depositors of an insured depository
institution in the event of failure. The rule applies only to an
estimated 159 "covered institutions," defined as any insured
depository institution with at least $2 billion in domestic deposits
and either (1) more than 250,000 deposit accounts or (2) total
assets over $20 billion, regardless of the number of deposit
accounts. The rule takes effect on August 18, 2008, and allows for
an 18- month implementation period.

Insured Depository Institution Failure - Interim Rule - The FDIC has
issued the attached interim rule establishing the FDIC's practices
for determining deposit and other liability account balances at a
failed insured depository institution. Under the rule, the FDIC will
also require institutions to prominently disclose to sweep account
customers whether the swept funds are deposits and the status of the
swept funds if the institution were to fail. The FDIC is soliciting

Industrial production advanced 0.5 percent in June after having fallen 0.2
percent in May. Industrial production for the second quarter as a whole
dropped 3.1 percent (annual rate) from the first quarter. Manufacturing
output gained 0.2 percent in June and was boosted by a jump of 5.4 percent
in the output of motor vehicles and parts; activity resumed at motor vehicle
parts and assembly plants that had been idled by a strike that began in late
February and ended in late May.
