March 16, 2005 - Industrial Production - Industrial production increased 0.3
percent in February after an upwardly revised gain of 0.1 percent in
January; the increases in November and in December were also revised up
slightly. In February, manufacturing output rose 0.5 percent, the output of
mines advanced 0.2 percent, and the output of utilities fell 1.1 percent. At
118.4 percent of the 1997 average, overall industrial output in February was
3.5 percent above its February 2004 level. The rate of capacity utilization
for total industry in February rose 0.2 percentage point, to 79.4 percent, a
rate 1.6 percentage points below its 1972-2004 average.

revised examination guidance on payday lending programs. The revisions
provide more specific guidance to FDIC-supervised institutions to ensure
that this high-cost, short-term credit product is not provided repeatedly to
customers with longer-term credit needs. There is currently a small number
of FDIC-supervised institutions engaged in payday lending.

Insurance Corporation today revised and clarified its July 2003 examination
guidance for FDIC-supervised institutions that offer payday loans. Payday

comment on a proposal to amend its Regulation CC to set forth rules
governing remotely created checks. In place of a signature, a remotely
created check generally bears a statement that the customer authorized the
