Examination Council today announced the availability of data on
mortgage lending transactions at 8,388 U.S. financial
institutions covered by the Home Mortgage Disclosure Act.
Covered institutions include banks, savings associations, credit
unions, and mortgage companies. The HMDA data made available
today cover 2008 lending activity--applications for loans, loan
originations, loan denials, and purchases of loans. The data
include 14.2 million applications and originations and 2.9
million purchases, for a total of 17.1 million actions.

FDIC Board Approves Proposed Rule to Seek Prepayment of
Assessments - The Board of Directors of the Federal Deposit
Insurance Corporation today adopted a Notice of Proposed
Rulemaking that would require insured institutions to prepay
their estimated quarterly risk-based assessments for the fourth
quarter of 2009 and for all of 2010, 2011 and 2012. The FDIC
estimates that the total prepaid assessments collected would be
approximately $45 billion. The FDIC Board also voted to adopt a
uniform three-basis point increase in assessment rates effective
on January 1, 2011, and extend the restoration period from seven
to eight years.

Utilization - Industrial output rose 0.8 percent in August,
following an upwardly revised increase of 1.0 percent in July.
Production in manufacturing expanded 0.6 percent in August, and
the index excluding motor vehicles and parts increased 0.4
percent. The gain in July for manufacturing was revised up 0.4
percentage point, to 1.4 percent; in addition, factory output
for April through June is now somewhat less weak than reported
previously. Production at mines moved up 0.5 percent in August.
